The MOHRE Emiratisation framework operates as two separate rules:
• Band A — firms with 50 or more skilled employees: 2% annual increase in skilled-role Emiratisation, with 1% growth checkpoints twice a year, reaching 10% by end of 2026. Non-compliance contribution started at AED 6,000/month per missing national in 2022, rising AED 1,000/year through 2026.
• Band B — firms with 20 to 49 skilled employees in specified activities: at least one UAE national appointed during 2024 and a second during 2025. Non-compliance contribution: AED 96,000 for 2024, AED 108,000 for 2025.
Band B applies only to firms in the specified activity list — confirm the qualifying activity before relying on the Band B figures. Both bands are administered via the Nafis programme under the MOHRE Emiratisation framework.
